Regarding cresting swipe files as a freelancer on upwork, can we start to create pretense ones even when not winning jobs yet? does it have to be swipe files created from the jobs we practically apply for?

Your Upwork proposal swipe file doesn't have to be real proposals that you have sent. You can create sample proposals too and use it as a swipe file. But you don't want a swipe file that is not strong and high quality.
So even if you want to create a sample swap file, you should model it after real Upwork jobs. You can go an Upwork and start practicing sending proposals to jobs.
That will ensure that your swipe file is top top quality - so that it can actually be helpful when you start applying for jobs properly.
